Introduction to the Ca River Basin in Vietnam

From July 1999 to October 2000 the Upland Group of the Hanoi University of Agriculture (HUA) in collaboration with the Institute of Geography, Copenhagen University (IGUC) and supported by WRI/REPSI and DANIDA carried out literature studies and field surveys of the impact of government policies on local peoples' livelihoods and land use changes in the south-west mountainous area of Nghe An Province. GIS and remote sensing was used to further investigate trends in forest cover and land use. The research was carried out in the four upland communes of Anh Son, Con Cuong, Tuong Duong and Ky Son and involved both local authority staff and hamlets of Thai, Hmong, Khmu, Odu and Kinh origin.
The present report “Government Policies on Resource Management and Improvement of the Livelihood of Local People in the Ca River Basin in Vietnam” contains the results and recommendations from the literature and field studies while more results from the remote sensing research will be presented later. Also a review of the literature study that helped to focus and design the field studies is under preparation.
To enable national policy makers and local stakeholders to review and discuss the findings and recommendations the reports were presented in workshops in Tam Dao (National policy makers, 15-16 Sept. 2000) and Vinh (Local stakeholders, 25-26 Oct. 2000). The active collaboration of the stakeholders in both research and discussions added an important dimension to the work.
